For the needs of our Financial Department, we are currently looking for experienced Public Procurement Specialist with a deep understanding of Bulgarian public procurement laws and expertise in managing procurement processes to join our team in Sofia and to step in the position of:

Public Procurement Specialist (Ref. PPS)


Description:
As a Public Procurement Specialist, you will be responsible for overseeing and executing the public procurement procedures in accordance with Bulgarian legislation. Your primary duties will include:

Legal Compliance & Procurement Planning:

  • Ensure strict adherence to Bulgarian public procurement laws, regulations, and guidelines throughout the procurement lifecycle.
  • Collaborate cross-functionally following identified procurement needs, participate in developing comprehensive plans, and participation in defining precise specifications and requirements.

Tendering, Evaluation, and Selection:

  • Manage the end-to-end tendering process, from drafting documents to coordinating procurement notices, conducting market research, and evaluating bids.
  • Lead the evaluation of proposals, ensuring fairness, transparency, and compliance with procurement regulations.

Contract Negotiation:

  • Negotiate contracts with suppliers, securing favourable terms while ensuring legal compliance.
  • Negotiate commercially sound offers with companies based on commercial criteria and participate in bargaining processes.

Documentation, Analysis, and Reporting:

  • Maintain meticulous procurement documentation, prepare ad hoc reports, and uphold accurate record-keeping of the whole procurement process.


Requirements: 

  • University degree in Economics, Business Administration, Engineering, or related fields; additional training in public procurement preferred.
  • Experience min 6 years as a procurement expert/specialist and/or buyer with focus in Public Procurement, specifically within the Energy sector, highly desirable.
  • Deep knowledge of European and Bulgarian procurement laws, market dynamics, and purchasing equipment/materials/services specifically within the Energy sector, highly desirable.
  • Proven experience with procurement platforms, solutions and CAIS EPP.
  • Proven experience with EU grant and/or loan financing, including but not limited to supplementary processes.
  • Strong negotiation skills, market awareness, and proficiency in Microsoft Office.
  • Fluency in English with excellent multitasking and attention to the detail.

Procurement & Tender Engineer (Ref. PTE)


Description: As a Procurement & Tender Engineer primarily focusing on public procurement procedures within the company, you'll play a crucial role in the preparation of technical specifications for public procurement documentation, participation in tender committees, and follow-up on procurement contracts, ensuring compliance with the Public Procurement Act (PPA).


Key Responsibilities:  

  • Technical Specifications Development: Draft detailed technical specifications for public tenders, ensuring clarity, precision, and alignment with operational requirements
  • Tender Management: Manage the technical aspects of the tendering process, draft technical documents, conduct technical research, and ensure compliance with procurement regulations

Requirements:

  • Educational Background: Preferably an engineering degree.
  • Professional Experience: Minimum five years of experience with public procurement processes, including drafting technical specifications and understanding the public procurement act. Experience in a sectoral contracting authority or the energy sector is an advantage.
  • Expertise: knowledge of Bulgarian procurement laws, regulations, and technical aspects of procurement operations.
  • Analytical Skills: Strong analytical abilities to address technical complexities and assess procurement risks.

Job Description:

The Project Manager provides expert technical advice on all engineering matters for the company. He/she works closely with all departments, reviewing and approving technical documents submitted by contractors. He/she plays a key role in drafting and preparing documentation for public procurement related to pipeline construction, overseeing construction activities, and ensuring high standards of quality and timely completion of assigned tasks.


Responsibilities:

  • Manage and lead negotiations with partners and contractors.
  • Participate in the preparation of tender documents and technical bid evaluations for contractor selection.
  • Review pipeline engineering documents and ensure compliance within the scope of the IGB gas pipeline project.
  • Oversee construction activities, including participating in meetings, conducting on-site inspections, ensuring quality control, and drafting reports or opinions.
  • Take on specific technical assignments as required by the company.
  • Ensure all tasks are completed in accordance with company standards, best engineering practices, and compliance with Bulgarian and EU legislation.
