For the needs of our Commercial Department, we are currently looking for experienced and motivated professional to step in the position of: 

Back-Office Expert (Ref. BOE)

Back-Office Expert will be part of the Commercial team of ICGB. They as part of the Commercial Operations will ensure day to day smooth, efficient and compliant commercial operations and in accordance with best business standards and practices and regulatory requirements.

Key Responsibilities: 

  • Manage the registration process for network users
  • Support of network users by processing documents, providing guidance and information
  • Manage network users’ accounts in Commercial Dispatching system
  • Support the process of signing Gas Transportation Agreements
  • Set-up and manage credit limits of network users at capacity booking platforms and Commercial Dispatching system
  • Support the monthly invoicing process
  • Provide support to other departments
  • Support the reporting process under REMIT and Transparency Regulation

Requirements:

  • Bachelor’s degree
  • Fluent in English (verbal and written)
  • MS Office Proficiency; Advanced skills in Excel
  • Experience on similar position will be considered as an advantage
  • Excellent analytical skills

Gas Transmission Network Engineer – Dispatcher – (Ref. GTNE-D)


Goal of the position:
Gas Transmission Network Engineer – Dispatcher carries out continuous operational management, coordination, and control of the mode of operation of the gas transmission network.

Responsibilities:

  • Responsible for the overall functioning of the gas transmission network;
  • Ensures reliable, safe and efficient operation of the gas transmission network;
  • Operationally manages the liquidation of the violations in the normal operation of the gas transmission network;
  • Accepts applications for work on the facilities in the gas energy sites and coordinates them in writing with the Physical Dispatching Manager;
  • Determines the operating modes of the gas transmission network;
  • Determines the settings and mode of operation of the means for regulating the pressure and flow;
  • Controls the updating of all schemes of the technological objects on the gas transmission network and gives proposals for their connection to the information system;
  • Develops the operation schemes of the gas transmission network, corresponding to the required degree of security and minimum losses, calculating the distribution of flows in accordance with the submitted applications;
  • Controls the correctness of the data on the measurement of the quantity and quality of gas, as well as for the prevention of imbalances on the networks, including taking actions to limit the imbalances, taking into account the necessary minimum power and energy reserve.


Requirements:

  • University Degree in Energy Management, Engineering, Transportation of natural gas or equivalent;
  • 3+ years intensive experience in respective position in gas or oil industry;
  • Specific knowledge and skills, for the activity in the sector of work;
  • Use of software products: MS Office applications (Excel, Word, Power Point);
  • Knowledge of good corporate practices / work standards;
  • Good working English language.

For the needs of our IT Department, we are currently looking for a professional with knowledge in the Application Administration to step in the position of:

 

Application Administrator – (Ref. AA)

 

Goal of the position:

The Application Administrator is a technical contributor to ICGB. The Application Administrator will work closely with the Commercial department to ensure correct installation and operations of Application Systems. He/She will follow, control, maintain and customize the business application systems, data integration chain and reporting/ analyses tool that ensures the commercial operations of the company.

The position might require travel within Bulgaria.

 

Responsibilities:

  • Participate in the development and analyses of the Software solutions (important to start the orientation in the role)
  • Maintain the day-to-day operations of Systems - Commercial Dispatching System (CDS) and related interfaces, Web site, office automation
  • Perform and/or coordinate with the supplier the updates of the Software
  • Perform the execution of tests according to the approved and agreed test plans
  • Performing Application management of related Software and Network components
  • Issue and track support requests (to the supplier/integrator/maintenance company)
  • Involved in the maintenance and change management plan
  • Participate in the maintenance and change management plans
  • Write functional specification and change requests
  • Participating in the trainings organized by the Employer; Willingness to self-train himself/ herself

 

Requirements:

  • University degree in Computer Sciences, Software Engineering, Automation and Control Engineering, Electronic Engineering and Technologies or Digital Industrial Technologies
  • Broad Computer Science knowledge (databases and software architecture)
  • Knowledge/Experience in Application Administration
  • Demonstrated ability to be the subject matter expert in supporting, maintaining, and administering complex applications
  • Knowledge/Experience with OS and RDBMS server administration and administration of business support system based on such
  • Knowledge in SQL development, preferably with MS SQL
  • Basic understanding of SOA- XML/SOAP, REST, microservices
  • Knowledge related to server, network and operating system installation and configuration
  • Good working English language is a must

Public Procurement Specialist (Ref. PPS)


Description:
As a Public Procurement Specialist, you will be responsible for overseeing and executing the public procurement procedures in accordance with Bulgarian legislation. Your primary duties will include:

Legal Compliance & Procurement Planning:

  • Ensure strict adherence to Bulgarian public procurement laws, regulations, and guidelines throughout the procurement lifecycle.
  • Collaborate cross-functionally following identified procurement needs, participate in developing comprehensive plans, and participation in defining precise specifications and requirements.

Tendering, Evaluation, and Selection:

  • Manage the end-to-end tendering process, from drafting documents to coordinating procurement notices, conducting market research, and evaluating bids.
  • Lead the evaluation of proposals, ensuring fairness, transparency, and compliance with procurement regulations.

Contract Negotiation:

  • Negotiate contracts with suppliers, securing favourable terms while ensuring legal compliance.
  • Negotiate commercially sound offers with companies based on commercial criteria and participate in bargaining processes.

Documentation, Analysis, and Reporting:

  • Maintain meticulous procurement documentation, prepare ad hoc reports, and uphold accurate record-keeping of the whole procurement process.


Requirements: 

  • University degree in Economics, Business Administration, Engineering, or related fields; additional training in public procurement preferred.
  • Experience min 6 years as a procurement expert/specialist and/or buyer with focus in Public Procurement, specifically within the Energy sector, highly desirable.
  • Deep knowledge of European and Bulgarian procurement laws, market dynamics, and purchasing equipment/materials/services specifically within the Energy sector, highly desirable.
  • Proven experience with procurement platforms, solutions and CAIS EPP.
  • Proven experience with EU grant and/or loan financing, including but not limited to supplementary processes.
  • Strong negotiation skills, market awareness, and proficiency in Microsoft Office.
  • Fluency in English with excellent multitasking and attention to the detail.
