ICGB extends the deadline for submission of offers for the Owner’s Engineer tender for the IGB interconnector until 13th February 2018
CPC refused to initiate proceedings based on submitted appeals against the Owner’s Engineer tender
ICGB AD announces that on 11th January 2018 the Chairman of the Commission for protection of competition (CPC) refused to initiate administrative proceedings on appeals brought up by the Bulgarian companies “Vini Bulgaria” AD and “Next Invest” EOOD against Owner’s Engineer public procurement procedure.
The appeals were filed in at the CPC on 22nd December 2017, being the last possible day to question the Decision of ICGB for extension of the deadline for submission of offers and requesting interim measure suspension of the procedure. Following the rules of the Public Procurement Act (PPA), the procedure was automatically temporarily suspended until the entry into effect of the ruling of the Commission whereby the request for an interim measure is rejected.
The Ruling of the Chairman of the CPC hasn’t been protested before the Supreme Administrative Court and now ICGB announces that the Owner’s Engineer public procurement procedure is resumed. In accordance with art. 100, para 11 of the PPA with a new Decision of the Contracting Entity the deadline for submission of offers will be extended.
The deadline is extended up to 13th February 2018 and the opening of offers is scheduled for 14th February 2018.
The extension of the deadline for submission of offers has been sent for publishing in the Public Procurement Register on the internet site of the Agency for Public Procurement and to the Official Journal of the EU and shall be visible to all participants.
The successful completion of this tender is of great significance with regard to the active role of the owner engineer in carrying out of public procurements for the line pipe supply and EPC and also for keeping up with the estimated key dates of the Road map of the project.
