11 requests for participation have been submitted in the first phase of the restricted procedure for design, procurement and construction of the gas interconnector Greece – Bulgaria
In a pre-selection phase ICGB will assess and determine the candidates with the required financial and technical capacity to implement the subject matter of the public procurement
Today in the office of the project company ICGB AD was held a public meeting for opening of the requests for participation in the restricted procedure for design, procurement and construction (EPC) of the gas interconnector Greece - Bulgaria. Eleven requests for participation from Bulgarian and foreign companies and consortiums have been submitted within the deadline.
The submitted requests are from the following candidates:

The estimated value of the public procurement is set as a total price of EUR 145 million excluding VAT and the deadline for completing the contract is set for 18 months after the service begins.
The selection of a contractor is carried out through a restrictive procedure in two phases as per the Public Procurement Act - pre-selection, followed by review, evaluation and ranking of offers. The selection of this procedure is preferred due to the complex subject of the public procurement, which includes the design and construction of a large technical equipment for gas transmission from Greece to Bulgaria and reversed. Another advantage of this procedure is that offers are only submitted by the participants who are invited for a second phase, which significantly reduces the administrative burden for all potential candidates.
With the public opening of the submitted requests for participation, ICGB initiates the pre-selection phase, which is to assess and determine the administrative capacity of the candidates. This phase is expected to end by the end of October, when ICGB will issue an official invitation for offer submission to those candidates with the required financial and technical capacity to implement the subject matter of the public procurement according to the set requirements.
“Entering this key stage of the procedure ensures the actual construction work for the interconnector”, said Teodora Georgieva, Executive Officer of ICGB on the Bulgarian side. She noted that the high interest in the tender is a proof that ICGB has managed to guarantee public, transparent and competitive conditions for participation. “The companies who have shown interest are well known and with proven experience and we are certain that they can manage completing the construction process”, said Konstantinos Karayannakos, ICGB’s Executive Officer from Greek side.
Together with the selection of owner’s engineer and pipelines supplier, assigning the construction is the final step towards realization of the IGB project. The interconnector with Greece is of key importance to securing the natural gas deliveries for the region and ensuring the diversification of Bulgaria and Southeast Europe. Through it Bulgaria and the Southeast European region can gain access to natural gas from Caspian region, existing and future gas terminals and other gas sources.
