Gas companies from Bulgaria, Greece, Romania and Hungary signed a memorandum of understanding on the vertical gas corridor

A Memorandum of Understanding on the realization of the Vertical Gas Corridor has been signed by representatives of the gas companies – Bulgartransgaz EAD (Bulgaria), ICGB AD (Bulgaria), DESFA S.A. (Greece), FGSZ LTD (Hungary) and SNTGN TRANSGAZ S.A. (Romania). The document has been signed within the joint meeting held today in Bucharest, Romania. We would like to remind that in September 2016 the energy ministries of Bulgaria, Greece, Romania and Hungary signed a Memorandum on the realization of the Vertical Gas Corridor within a meeting of the High Level Group on Central and South Eastern Europe Gas Connectivity (CESEC).

Five binding offers were submitted in the binding phase of the market test for the Gas Interconnector Greece-Bulgaria

Five binding offers were received on a long term basis for the successfully ended on 30th November 2016 binding phase of the market test for the Gas Interconnector Greece-Bulgaria. That was announced by the Company ICGB, which is responsible for the realization of the project. The announced capacity within the second phase of the market test amounts to 2.7 bcm, 1.57 bcm of which are reserved. According to the procedure, the market test will be completed with the Advanced Reservation Capacity Agreements execution by the Companies which submitted the offers, upon approval of the relevant allocation by the National Regulatory Authorities of Greece and Bulgaria.

ICGB AD Shareholders (BEH EAD and IGI Poseidon) are satisfied as the market test results revealed an increased commitment and an increasing market interest. This demonstrates the good commercial prospect for realization of the project and the timely appropriateness to test the market. To this end the ICGB AD and its Shareholders will continue to create conditions for access of the Shippers to the capacity of the pipeline and equal, non-discriminatory treatment of all present and future partners in accordance to the spirit of the third gas directive.

Due to shown interest from other companies, which have not participated in the first phase of the market test for the project, there is an ongoing discussion about the possibility to initiate a procedure for allocation of the remaining capacity, respectively for participation of new Shippers.

IGB Market test

To whom it may concern:

The current market test is following its natural procedural process up to ARCA signature in accordance to article 2.2 of the “Updated Guidelines for management and allocation of capacity on the IGB INTERCONNECTOR according the paragraph 6 of article 36 of Directive 2009/73/EC – PHASE I: invitation of interested parties to express their interest in reserving capacity”, as published in this web site”. ARCAs are going to be executed upon approval by the NRAs of the allocation of capacity in the ongoing market test.

ICGB is pleased to inform that it is recording along the way an increasing market interest later than the beginning of the current market test. In the spirit of art. 36, paragraph 6   of Directive  2009/73/EC where “… all potential users of the infrastructure are invited to indicate their interest in contracting capacity…” , ICGB is willing to assess a new allocation procedure for the remaining capacity not allocated during the current market test, subject to NRAs consultation and approval.  The procedure is intended to be under the same procedural ground with a suited timeframe.

Extension of the Second Binding Phase of the Market Test until 30 November 2016

The deadline by which Binding Offers in the Second Phase of the IGB Market Test should be submitted to be considered valid is hereby extended from 31 October 2016 to 30 November 2016. The extension of the deadline for submission of Binding Offers is made following a relative consultation and coordination with the Energy and Water Regulatory Commission (Bulgaria) and the Regulatory Authority for Energy (Greece) and based on requests by participants in the first phase. With the exception of the deadline for submission of Binding Offers, all other terms and conditions in the Market Test documentation published hereby remain in force. The deadlines provided within the procedure are accordingly extended with one month.

Yesterday, 5th October 2016, a promotional event was held for the participants in the second, binding, phase of the market test for capacity management and allocation of IGB gas pipeline - Interconnector Greece-Bulgaria.

The second phase of the market test was officially launched on 5th August 2016 after the regulatory authorities of Bulgaria and Greece, Energy and Water Regulatory Commission and RAE officially approved the Guidelines for capacity management and allocation of IGB gas pipeline. The deadline for submission of binding offers in the second phase of the Market test is 31st October 2016.

ICGB signed a joint statement, together with Bulgarian, Greek, Romanian and Hungarian transmission operators as future operator and part of the Vertical Gas Corridor on high level group meeting of the Central and South-Eastern European Gas Connectivity organized by European Union on 8th and 9th of September 2016 at Budapest. The statement represents the united efforts of the operators to joint development of the gas transmissions networks and the building of the Vertical Gas Corridor. “That is a serious acknowledgement for Interconnector Greece-Bulgaria’s key role for energy security and diversification of sources for Europe and the region as well as a step toward inter-system connectivity”, emphasized Teodora Georgieva and Konstantinos Karayannakos, Executive Officers of ICGB AD.

ICGB Market Test: 2nd Bidding Phase Launch

ICGB AD, project company developing the Gas Interconnector Greece-Bulgaria (IGB), equally controlled by IGI Poseidon SA of Greece and Bulgarian Energy Holding EAD of Bulgaria,  announces the launch of the 2nd Bidding Phase of the IGB Market Test through the publication of the relevant Bidding Phase  Guidelines.

The Market Test is conducted in two phases: the Expression of Interest Phase that was concluded by April 8th 2016 and the Bidding Phase that starts today.

The Bidding Phase Guidelines have been approved by the relevant National Regulatory Authorities, namely  EWRC of Bulgaria with Decision No.У-3 of 21 July 2016 and RAE of Greece with Decision No. 255/2016 of 28 July 2016 .

The Expression of Interest Participants  and TSOs will be directly informed, provided with the relevant documents and invited to participate in the Bidding Phase in accordance with art. 3 of the Bidding Phase Guidelines.

Nine non-binding expressions of interest have been received by ICGB AD - the company responsible for implementation of Greece-Bulgaria gas pipeline

Nine non-binding expressions of interest were received during the Expression of Interest phase by ICGB AD - the company responsible for implementation of the gas pipeline Greece-Bulgaria (IGB). The expressions of interest are for a total capacity of approximately 4.3 bcm3/year for gas transmission services forward flow from Greece to Bulgaria and approximately 1 bcm3/year for gas transmission services reverse flow from Bulgaria to Greece.

The ICGB Company responsible for implementation of the gas pipeline Greece-Bulgaria announces the completion of the Expression of interest phase of the Market test held for advance capacity booking in the gas pipeline.

The deadline of the Expression of interest phase was on 8th April 2016 as per previous extensions of the deadline approved by the national regulatory authorities of Bulgaria and Greece, the Energy and Water Regulatory Commission (EWRC) and the Regulatory authority for energy (RAE) Greece, respectively.

The Expression of interest phase was launched on 14th December 2015 and was held in accordance with the Guidelines and the Expression of interest notice issued jointly by EWRC and RAE pursuant to paragraph 6 of article 36 of Directive 2009/73/EC.

‘The satisfactory result of the expression of Interest phase is a successful step for ICGB and the further development of the IGB project as part of the expected evolution of Bulgarian, Southeastern and Central and Southeastern gas market towards alternative sources and corridors for gas supply secured through provision of gas transmission services in vertical direction by the Southern Gas Corridor. The availability of transmission capacity in IGB will also provide a reliable import corridor for liquefied natural gas (LNG) from the region through the existing and planned new LNG regasification capacities in Greece’ Teodora Georgieva and Konstantinos Karayannakos , Executive officers of ICGB AD said.

The Market test will enter a second binding phase – Bidding phase after obtaining guidelines and approval from the national regulatory authorities of Bulgaria and Greece. The Bidding phase will provide a procedure which will confirm what the level of the actual booked capacity will be based on concluded agreements.

New Market Test for IGB Gas Pipeline

The company ICGB AD (ICGB) is in charge of developing, constructing and operating the Interconnector Greece- Bulgaria gas pipeline (IGB). ICGB has applied to the regulatory authorities of Bulgaria (EWRC) and Greece (RAE) for an exemption from certain provisions of EU Directive 2009/73/EC in accordance with art.36 therein.

ICGB is launching a Market Test procedure as per “Updated Guidelines for management and allocation of capacity on the IGB INTERCONNECTOR according to paragraph 6 of article 36 of Directive 2009/73/EC” (UPDATED GUIDELINES), jointly issued by  EWRC and RAE.

All Interested Shippers and TSOs are being invited to express interest in using IGB gas transportation services.  The interest of other Transmission System Operators to interconnect their systems with the IGB Pipeline is also being invited. The Market Test is divided into two phases: 1. Expression of Interest Phase (on a non-binding basis); 2. Bidding Phase (on a binding basis).

Participation in the Expression of Interest Phase is a prerequisite for subsequent participation in the Bidding Phase. The Expression of Interest Phase, where interested parties are invited to present non-binding expressions of interest, starts with the publication of the Expression of Interest Notice.

All terms and conditions for participation in the Expression of Interest Phase, and subsequent steps, are contained in the Expression of Interest Notice. The Expression of Interest Phase is being conducted in the English language.

ICGB AD and TAP AG sign a Cooperation MoU

ICGB AD and the Trans Adriatic Pipeline AG have concluded a Memorandum of Cooperation and Understanding, allowing joint assessment and coordination of the technical and legal aspects related to realizing a physical interconnection between the IGB Pipeline and the Trans Adriatic Pipeline (TAP). The MoU conclusion underlines again the pivotal role of IGB as the entry point for the supply of gas, transported through the Southern Corridor, to the wider region of South East Europe and the complementary nature of the key Southern Corridor gas pipeline projects being currently developed in our region.

IGB Project FEED study for Greek section submitted

Further to the issuance of the positive EIA Decision in Greek territory, the FEED study of IGB Pipeline has been completed in the Greek section and submitted to ICGB AD by the hired Project Engineer. The completion of the pipeline design documentation for the Greek section allows ICGB AD to proceed with the preparation of the procedure for the issuance of the Installation Act, which is among the key permits to allow the construction of the IGB pipeline in Greece.

IGB Project successfully completes all environmental permit procedures in Bulgaria and Greece

As of October 2013, IGB has definitively completed all Environmental Impact Assessment procedures in the territories of Bulgaria and Greece, in accordance with applicable national and EU law. The positive decision approving the investment proposal was issued by the Bulgarian Ministry of Environment and Waters on 6 February 2013. The environmental approval for the realization of the investment project by the Greek Ministry of Environment, Energy & Climate Change was issued on 29 October 2013. The issuance of the positive EIA Decisions in the two countries follows a process lasting approximately 2 years, which included the development of detailed environmental studies, field observations and EIA reports, conduct of public hearings and a confirmation process with all concerned bodies and agencies in Bulgaria and Greece.  The EIA approvals in the two countries are seen as a crucial achievement in the IGB Project realization process, since they are a key pre-condition for the construction of the pipeline and its financing, including from EU sources.

The Project has reached a crucial permitting milestone

The ICGB AD is in receipt of the Positive Environmental Assessment Decision for the IGB Project issued by the Bulgarian Ministry of Environment and Waters. The Project has reached a crucial permitting milestone following four seasonal EIA and Appropriate Assessment studies in the Bulgarian territory and mandatory local consultations. The positive decision of the Bulgarian Ministry allows to continue with the design and permitting activities within the preferred route of the IGB pipeline, approved by the Ministry.

The Exemption Application has been submitted by ICGB AD

The Greek Ministry of Energy, Environment and Climate Change approved the Preliminary Environmental Impact Assessment Report for the Project, which creates a high degree of assurance about the final environmental approval of the Project in the Greek territory.

Decision No.452/07

Through its Decision No.452/07 June 2012 the Council of Ministers (CoM) of the Republic of Bulgaria approved a new priority designation of the IGB Project in the Bulgarian territory. The Project was declared a “National Project” under the meaning of State Property Act. Cited designation follows previous decisions by the Bulgarian and Greek governments confirming state support and priority designation for the Project, respectively No. 615/14.07.2009 of the Bulgarian CoM and Greek Law 4001/2011.
